Need help finding release notes with a list of resolved issues for 8.54.14?

Does anyone know where I can find the release notes with a list of resolved issues for 8.54.14?

I have looked at the PeopleSoft PeopleTools 8.54 Upgrade Home Page (1915618.1), the Oracle's PeopleSoft PeopleTools 8.54 Release Notes (1677055.1), the PeopleSoft PeopleTools 8.54 Release Notes (1999171.1) (this only seems to talk about one issue), and the resolved incident list (which has a list of Bug IDs, but not the patch number in which it was resolved).

I would appreciate any help in getting a comprehensive list of fixes and updates in this patch. We are trying to make a decision to upgrade from 13 to 14 or to wait for 15.
