FMS9.1 Journal Generate Is HR_ACCTG_LINE.BUSINESS_UNIT field data required ?

Is HR_ACCTG_LINE.BUSINESS_UNIT field data required for FMS 9.1 when running Journal Generator AE Process ?

The reason I'm asking is because our HCM9.2 is now sending over Payroll Encumbrance lines via the HR_ACCTG_LINE table with no value in the BUSINESS_UNIT field.   There are only values in the BUSINESS_UNIT_GL field.  When the Journal Generator process in FMS is ran no journal is generated because it is not finding a business unit in the BUSINESS_UNIT field.

The PAYGL03 process in HCM9.2 is not putting a value in the HR_ACCTG_LINE.BUSINESS_UNIT field anymore.  Is this a bug ?
