Hyperion FCM/ARM Environment Refresh

We have two lower environments (DEV and UAT) to go along with our PRD environment for Hyperion FCM/ARM and being told by our tech team that a full system refresh of config setup and data from PRD back to one of these is not possible.  They say that we can get a config refresh but the historical data, both FCM Schedules/Task and ARM recons, cannot be due to the way some data in encrypted on the tables.  I have looked at the data and am aware of the encryption they are referring to I just find it difficult to believe
