Closing a voucher while it is applied to Prepayment

Hello!

Has anyone come across this issue? We had a Regular Voucher that was applied to prepayment but the system let me close the Regular voucher (got a warning that it is tied to prepayment) and was able to successfully post closed voucher. It looks like a bug but wanted to confirm first. Any information is appreciated,
