PUM Configuration - Do I need a separate PUM in Dev and in Production?

Greetings,

We have a development instance in one network domain and our productionin another network domain. That is, Dev and Prod are in different datacenters and different network domains. Dev will have a PUM set up but budget constraints do not allow us to have a PUM server for Production. .With this configuration, can you upgrade Prod without a PUM serve? Appreciate your insights.
