mystery client getting database connection timeouts

First off, let me explain that I am not a PS guy. I'm an the Oracle DBA supporting the databases used by our PS finance apps.

Also, if there is a better forum for this type of question, just point it out and I'll be happy to move along.

We are in the early stages of upgrading PS.  I think it is from version 9.1 to 9.2.  At least that's how our databases are named (fs91dev, fs92dev, etc).  Very shortly after I created the first test db for the upgrade (call it fs92upg) I started getting alerts about ora-3136 ( inbound connection timeouts)   Working with the apps support guy, he says he's not seeing it in any of his PS logs - nothing he has tried to do has failed or returned any such error.  What's even more strange is that some of the errors come during off-hours, including
