RG23A PARTI - Balace deducted during deliver transaction

In my case RG23A Part I - Increase as per receipt quantity , which is standard functionality. But when deliver transaction performed for same receipt-Item in bonded sub-inventory, balance got deducted. Can someone help in which scenario happens. This is happed only for 1 st receipt for Item. During second receipt for same Item RG23 not got deducted during deliver transaction
