Change Assistant 8.54.15 getting error 'Failed to query Target Details from Database'

I am attempting to upgrade an existing PeopleTools (8.53.22) to PeopleTools 8.54.15 and encountering the following error 'Failed to query Target Details from Database' 

this is addressed in Doc ID 1965844.1.  The problem is the steps are (1) incomplete  and the bug 20326230 and stated that the hot-fix was included in 8.54.08 (2) hot fix delivered in 8.54.08 was broken in 8.54.15 .  There are no new posting on how to get around this issue.
