Supplier is unable to download Procurement Contract T&C in Word for redlining

Hi

We are using procurement contracts, sourcing, purchasing and isupplier modules

We need help with the couple of challenges we are facing

A - Contract purchase agreement generated from BWC
1. Contract template is applied the a Contract Purchase Order
2. Contract Purchase Order is approved by the buyer
3. iSupplier user is able to view the Contract Purchase Order in iSupplier but is not able to download/upload the Procurement Contract Terms and Conditions with modifications

B - RFQ generated from Sourcing
1. RFQ document created
2. Procurement Contract Terms and Condition template applied to the RFQ
3. RFQ is published to supplier
4. Supplier user logs into Sourcing responsibility
