how many installations of plsql stub and java stub are needed ?

if i need to install a sandbox of RIB 14.0 and 14.1 for development without access to the actual applications, Oracle provide stub applications (one for PLSQL and one for Java).

It is unclear from the instructions in the RIB tools guide, whether i need to create a database user and weblogic managed server for each stub application (running the same java stub ear file but with different configuration)

OR

if i can use the same managed server and database account and it has all the message types for SIM, RPM, OMS and AIP ?

Similarly, for the PLSQL stubs, do i need to install the command line tools and create a separate database user for each plsql stub application (RMS, RFM and WMS) ?
