ORA-12541: TNS:no listener using CA to link to PUM image 13

I am getting the error:  File: SQL Access ManagerSQL error. Stmt #: 2  Error Position: 0  Return: 12541 - ORA-12541: TNS:no listener when trying to configure Change Assistant 8.54.12 to talk to PUM Image 13 (HCMDB-SES-854).  I get the same error when trying to connect via App Desinger 8.54.12.

We are running the Oracle VM on a physical server and trying to connect using local host networking.

I can ping the image 13 database.  I can do a TNSPing on the database without problem.  I can connect to the database using SQL*Plus as sysadm and am able to select tables.

All Tools including the Oracle 64bit client (12c), PeopleTools 8.54.12, Change Assistant 8.54.12 were installed from the image 13 distribution per Oracle documentation.
