Global Payroll steps showing up in PUM upgrade.

I just got the following error when upgrading my demo from PUM009 to PUM013:  


The resolution says I can ignore the error because we don't have Global Payroll.   That's good. 

My question is:   How can I prevent those GP steps from showing up in my PUM Upgrade?   Or can I?   Do I just need to mark them all complete manually each time?
