RANGING_IND in ITEM_LOC table

A question regarding ranging_ind in item_loc table. This is what Data model says:

This column determines if the location is ranged intentionally by the user for

replenishment/selling or incidentally ranged by the RMS programs when item is

not ranged to a specific location on the transaction.

My expectation was that if I create transfer to a location that doesn't have this item ranged, and it is ranged from Transfers, it will be created with status A, and ranged_ind=N.

But this item has ranged_ind=Y.

This is an issue in Commerce anywhere environment - an item might be delivered through the store, and while creating transfer, it should not be permanently ranged on location, since the intention is to make it one-time delivery only.
