Why is default character set latin1 and not UTF8 on Application Server ?

We are working on file issues and I discovered default parameter for character set on the Application server is latin1.

I remember reading a very interesting article saying that conversion to Unicode was a huge project in PeopleSoft (before acquisition by Oracle).

So why if application is full Unicode - UTF8 - the default config still ISO - 8859-1 - latin1 ?
