Does ENCRYPT_PASSWORD *, encrypt all other password which are encrypted?

I'm trying to change the access ID using the step 2 in the document below. At the end of the steps it's requiring me to execute ENCRYPT_PASSWORD * command. Will by running this command impact other user ids as well?
