2 legged transfer and Work Order

I have some process doubts 2 legged transfer which are as below.

1. I have created a 2 legged transfer WH - EXT Finisher - WH by using xTsfCre message
2. Created a WO for an item in the above transfer and approved the transfer
3. I found one outbdwocre message has been created in mfqueue table

Now I was trying to push an AsnOutCre message from outside from WH to Ext Finisher but getting below error

"Shipment does not exist for BOL ...."

My question is

to ship the good to Ext Finisher I need to push AsnOutCre message , but why it is throwing error?Also from RMS screen which I know working as per functionality in RMS
