How to populate the view for ALC_HEAD in RTM?

Hi Experts,

I'm having a problem in editing/viewing the Obligation I've created in ALC Order Finalize and ALC Maintenance. Errors shown is "No record matches the specified criteria".

This has something to do with the view of ALC_HEAD table in RTM, however I dont know how to populate or insert values to the created view. Could you help me with this?
