Popup Applet appearing read only in query mode in IP15 patchset3

We are facing an issue in which one of our popup applet which is being launched using showpopup method of a button is appearing to be in readonly even in query mode . The applet is not made read only at applet or BC level still we are facing the issue.

Can you please tell the reason for such an issue and also how this can be resolved.
