Sending an email for workflow notification with attachments that are attached to it

I am sending an email for a workflow notification with attachments, if i see the notification from oracle home page attachments are there but user who do not have access or want to approve the workflow from email they are not able to see the attachments because in email notification attachment is not there.

Any idea on this.
