Note 1642423.1 - Oracle Mobile Approvals - When will the rest of the patches be available?

We are on 12.2.4 and I have been tasked with setting up Oracle Mobile Approvals.  I am not able to access any of the patches listed in the note (other than 20843806).  When will the rest of the patches be available?
