Incorrect Approval List Display Issue

We have a workflow in PO that routes to several approvers. No issues there, but if the PO is rejected half way through the approval process we run into a problem.

The PO is corrected and resubmitted for approval.  The display shows the previous approvers as expected, but the list for the rest of the approvers in the flow does not display on the form.

When the submit is completed, the workflow does route to the rest of approvers as expected, it is just this preliminary display under manage  approvals that does not show the list of pending approvers.

Any ideas as to what is causing this?
