3rd party Single Signon connecting to PeopleSoft 8.9 PT 8.48, user ID switch not always working.

We have a 3rd party single signon solution connecting to PeopleSoft 8.9 PT 8.48 web server.  When authentication ocurrs, not all users are switched from the Public Users User ID from the web profile to the user's actual user ID.  Any ideas on troubleshooting would be appreciated.
