PSEMAgent not crawling appserv nor prcs

I have configured 3 different environments running tools 8.53.09, 8.53.24 and 8.54 and in each environment, I am missing at least all of the app server configurations.  In one environment, I do get the process scheduler, so the database name is filled in, but in the others, with no app or prcs, there is no db name.

I have scripted the deletes recommended by Doc ID 622874.1

The only clue is this.  In the environment where the names are missing and there are NO app or prcs dirs. found, I get this extra message:

INFO main EMF_CATEGORY - Detected an install for process scheduler at  %1 - unable to detect a configuration file. Ignoring this installation
