how to fix default 8.54 theme/stylesheet w/o use of page

We just applied peopletools 8.54.16 to a test environment. I was setting the stylesheets in accordance to PeopleTools Delivered Style Sheet Compatibility And Campus Solutions 9.0 (Doc ID 1551861.1). Unknowingly, another person was in the 'Branding system options' page changing them to different selections. We must have clashed because now we cannot access any of the Branding pages, and many other pages in the system, because the runtime was unable to create a style for the page. For example, if we navigate to PeopleTools > Portal > Branding > Branding System Options we get a blank page with the error message:
