'View Invoice' feature - Collector Work Queue, Delinquent Bill To

Hi, In the Collector Work Queue, Delinquent Bill To, when you query the customer transactions and right click the 'Veiw Invoice' function is greyed out. Does anyone know what function I need to add to the responsibility Menu to enable this  feature?
