Cannot Get Oracle Workflow Builder 2.6.3.5 to install on Windows 7 with OS 6.1

I've tried changing the compatibility on the setup.exe to the mode of Windows XP (Service Pack 2) and (Service Pack 3) but it keeps failing when it does the validations step and sees the OS 6.1.  Its been a long long time since the builder was updated.  When will we have an updated version compatible with Windows 7?  And how can I get this to run?
