Questions on 8.54 'PSTools-Only' upgrade Fin 9.1/PT 8.53 to Fin 9.1/PT

We are currently at Fin 9.10.000 (Bundle 25) / PT 8.53.04 now. We want to eventually upgrade
to Fin 9.2 / PT 8.54 sometime late 2016 (because of overall budget situations).
I have a few questions and hope My Oracle Support Community can help me.

1) Does it make sense to upgrade our Fin 9.1 PStools from 8.53 to 8.54 now (we need PT
8.54 to fix some tough PSTools related BUGs in Production), before we formally
perform Fin 9.1 to 9.2 major 'Application-Only' upgrade  late 2016 (we understand, for
example, Fin 9.2.011 image includes PSTools 8.54.05)?

2) If we decide to proceed a Fin 9.1/PT 8.53 to Fin 9.1/PT 8.54 'PSTools-Only' upgrade
now, do we still need PUM, or just use Change Assistant (Non-PUM) to complete
