What privileges are required to modify a user in oracle identity manager 11.1.1.5

I have given Request Administrator and Request Template Administrator role to a user account, so as to request for a user modifcation template, search for a user and modify the user attributes, but the issue is the user details are not populated in the edit details tab. Any idea what has role has to be provided to fix this issue.
