How to set up a common Report Repository webserver

The organization I am working with is seeking to change the structure of their web repository.  To explain this successfully I need to explain what their current structure is, which is common, in my opinion.

Currently, with the assumption that this environment is called HCMTEST, under Report Node Definition:

The Protocol used is HTTP.

URLID: https://hcmtest.domain.edu/psreports/HCMTEST

URI Host: hcmtest.domain.edu

URI Port: 443

URI Resource: SchedulerTransfer/HCMTEST

So let's say another environment, HCMQA, in this case would have the settings:
