Dunning Letter work item going to skip status

Hi All,

Can anyone help on the issue please

Dunning letter work item is going to skip status, instead of 'pre-wait' or 'Open'. we have gone through the following note but no luck(Why Does a Work Item Get a Status of Skip? (Doc ID 458599.1)

is there anything i missed out at setup level? this is in production, Please help.
