9.2 PeopleSoft: Should the PUM Server Installation Table settings match PROD?

We are having an issue with our first change package - it includes objects for modules that we don't have checked on the installation table.  I noticed our PUM installation table does not match PROD.  Should the PUM server installation table settings match what we have in PROD?
