Unable to see the RTE load image in PeopleSoft

We are using RTE template in PeopleSoft Page to upload the image to the PeopleSoft system, and these images are loading into the PeopleSoft web server cache directory, and that is causing us to see the images back in the PeopleSoft page again, because we are having load balancer setup in place, so I was debugging the issue then I noticed that these images are stored in PS_PTRTDB table (PS_PTRTDB_JPG – for Jpeg) but I could not able to view in the PeopleSoft page, any help?, or  how can I see the RTE uploaded image, any advice. Thank you.
