Voucher build and single payment Vedors

Hi. We have never used Voucher Build feature of AP in PeopleSoft before. Currently we are implementing a new Utility Billing system and  would like to be able to create our refund checks through the Voucher Build. Is VB capable of creating vouchers for single payment vendors?

Please advise.
