Rendering issue in Siebel Open UI

We are using Siebel Open UI IP 2013.

We are setting up New Local machines with Open UI client.

We are able to open Thin Client properly.

But, the Local Client is opening but, data is not getting populated in UI.

We are connecting using Server database (All Manifest files should be same as Thin Client).

I have attached the Console Log from Inspect Element.

I Have copied all 23030, Files, Web Templates, Images folders from Siebel Web server to Local..

Can you please help me getting this resolved?
