Windows 2013 Journal Upload Problems

We upgraded our finance PC's to Windows 2013, and now journal upload files hang while trying to process.  There are no error messages as per prior communication chain.  Per GL Accountant:

Sometimes you type & the words just disappear.   You wait 15 minutes or so & then you can actually type.

Sometimes I’ve had to get totally out of the file & get back in.   The file takes some time to load, so that’s not a quick process.

Sometimes you can’t unprotect the sheet to make a correction.  Sometimes you can.

On occasion I’ve been unable to edit a journal that I’ve not yet uploaded.  Most often this has happened when someone else (who is on an earlier excel) copied the journal in for me.
