What's causing a javax.mail.MessagingException: Can't send command to SMTP host?

We have a custom ACH Email process to notify vendors or students of their direct deposit but our process is working intermittently.  Sometimes the process runs to success (running on PSNT process scheduler) and other times we receive the 'PSMCFSendMailException: Detail Message: javax.mail.MessagingException: Can't send command to SMTP host'.

We tried reducing the tarpit interval on our Exchange Server but no luck.

Please advise.
