Error when attaching package to PUM

from my developer: Following the instructions provided I was able to setup Change Assistant and import the template needed to be applied to the PUM. Once I started running the template I received an error regarding privileges. I'm applying this with Change Assistant 8.54.14, which is from PI 14. The project loaded fine and when executing the create tables script I received the insufficient privilege message. The access id and connect id I'm using is WHRCN100 which is defined at my company. Is this correct?

ERROR: ORA-01031: insufficient privileges
