how to define the strategy for specific OU

Hi All,

we are implementing different strategy that specific to particular operating unit and we followed the available  white paper from oracle(prepared by Anil R Patel).

we created the look up value and View. but not able create the strategy filter(step 5) due to collection HTML administrator or collection HTML manager responsibilities does not have expected menu/function.

can any one help us onthis, how to achieve it.(please find the attached for step 5)
