2015 1099 Bundle error while applying

We tried to apply the 2015 Individual bundle to our 9.1 application as indicated from attending the Webinar a week or so ago as that was all that was supposedly required.  We got a change assistant error indicating that we had not applied a Patch that was supposedly a post requisite for the 2014 Bundle.  In all years past the next years bundle was supposed to include all items released after the prior years bundle.  Apparently this Patch was excluded and was not indicated in the Webinar as being required.  This caused delay on top of the late erlease of
