PeopleTools 8.54 PIA Install Fails With Error "Webserver detected with incorrect Version of JDK or No JDK found. Please try again. The required JDK version is 1.7"

We are upgrading PeopleTools to 8.54.17. As part of the upgrade we ave upgraded our weblogic install to 12.1.3.0.5. Based on the certification matrix provided for Oracle Middleware, we installed Java 1.8_66, but when we try to install the PIA, it errors out mentioning the required java version is 1.7. We are installing on a Windows 2012 R2 64-bit server.
