OAM R2 PS1 - ODSEE Failover Not Happening!!

Customer has OAM 11gR2PS1.

For his environment setup, he has a clustered OAM server namely OAMServer1 and OAMServer2 on HOST1 and HOST2 server.

For User repositories, it is sited on a pair of ODSEE server with replication on HOST3 and HOST4. No firewall/LB in between.

In oam-config.xml it is configured as:

<Setting Name="LDAP_URL" Type="xsd:string">ldap://HOST3:13389 ldap://HOST4:13389</Setting>

Normal average when both ODSEE takes approx 4 seconds.

ISSUE

=======

When the HOST3 (primary ODSEE) is Down then OAM requests are Not going to HOST4 (secondary ODSEE).

Telnet from OAM hosts to both ODSEE servers are fine.
