Multiple NICs different subnets one NIC stops responding

I have in issue with a T5-S2 Oracle Solaris 11.3 SPARC.  I have an isolated network that randomly looses the ability to receive packets, it seems to be able to send.  I am attempting to mount and NFS export from a Netapp cDOT VSM.  I can ping the Netapp VSM however the VSM is not able to ping the Solaris box on the first attempt.  The second ping to the Solaris box usually succeeds.  Once I get a successful ping NFS starts working. All MAC addresses are unique, both Solaris interfaces are on different subnets, the firewall is disabled and routing is turned off.  I am using net7 and net3 in a active/passive configuration on my public interface and net0 on the private network (the one with the issue)
