DB name not reflected in jps-config files

We have changed the schema password and service id and port of database of the data sources (DEV1_OAM,DEV1_OPSS).

After a graceful restart of Admin Server and managed Server, we observed the below changes,

In config/jdbc/oam-db-jdbc.xml, config/jdbc/opss-jdbc.xml
===============================================
The service id and port is changed to new Database details for the schema users in both oam-db-jdbc.xml and opss-jdbc.xml

But however, in the below files
=======================================================
config/fmwconfig/jps-config-jse.xml, jps-config-migration.xml, jps-config.xml
=======================================================

Even after the server Restart, the changes according to new Database changes has Not been reflected. We have
