When will bug 22205175 available as an individual fix for 9.1?

According to the November 17 webinar called "PeopleSoft 1099 Update for 2015 - Get Your Copy B's Out On Time", the speaker stated that Bug 22205175 for 9.1 would be released as an individual fix on December 7, 2015.  However, in looking at this bug on My Oracle Support, there is no individual fix available.  The bug states that it will be fixed in Patch 21189978 -- FMS FINANCIALS 9.1 BUNDLE #37 scheduled to be released on February 5, 2016.  When will individual fix for bug 22205175, as stated in the webinar, be available?  When will the individual fix be released?  Thank you.
