1099-MISC changes for 2015

According to the patch for 1099 for 2015, Peoplesoft, there is a paragraph added to the instructions on the 1099-MISC for FATCA and Medicaid.  I see the change for FATCA added, along with box 13, but I do not see any instructions for Medicaid.  Where are those or am I reading the patch contents wrong?
