Getting Error testing Synchronous Message: Unable to find a routing corresponding to the incoming re

We are on PeopleTools 8.52. We want to send a Synchronous Message from a third party system to PeopleSoft AP 9.1.

We are working through the creation of the message and configuration of IB and the gateway.

We have attempted to access the web service using SOAPUI and SOAP tester (PeopleTools/Integration Broker/Service Utilities/Generate SOAP Template/Invoke Service Operation/Send Message)

We get the following response to the Soap test and when we attempt to access the web service using Peoplesoft SOAP tester.
