How to do "specific detection" of information in PeopleSoft Query?

We are on PeopleTools 8.52.07, and we are currently having problems reconstructing our BI Publisher-based report, which is based on a prompt-based BI Publisher-based report.

Here's our desired output: the system (we are on HRCS 9.0) should detect the user's current information: his/her Employee ID, Institution and the current Term should be automatically filled in from the relevant information available in the system. However, we have had tried the built-in security approaches in PT, emphasizing row-level security in the process, but we are lost in letting the system detect the keys specified above. Is this possible in PeopleTools?

I have created several types of Records referencing the desired information with other information but which is the best Record Type to use in this situation? I have had used Query View as well as SQL View.
