Change Assistant dropping objects from the Change Package

We are on HCM 9.2 and tools 8.54.08. We uploaded our demo environment to PUM 15 image and created a change package for tax updates. It was applied in demo just fine. We are trying to apply the same change package to our dev environment and noticing that some of the records and views are not showing up in the project that was copied to dev using CA but they are there in demo. What could cause this behavior? We deleted CA cache, App desinger cache but it did not change. I understand that a difference in maintenance_log could probably
