Bank statement import fails with BAI2 file in 9.2.11

We are in the process of system testing for an upgrade from FSCM 9.0 to FSCM 9.2.11. During system testing, we have not been able to import a bank statement (we use the BAI2 layout). We receive warning messages that the file could not be inserted into the BS staging tables:

PS_BS_STATEMENT_EC

PS_BS_BKACT_PD_EC

PS_BS_TRANS_PD_EC

I found a document on Oracle Support indicating the problem is related to SEQNBR since there is no SEQNBR in BAI2 files, and the document solution indicates that to correct the existing data so bank statements can be imported, that we should "clean up" the staging tables (EC tables) for all the duplicate rows.
