Problem deploying Files Using EMF/Change Assistant

We are on HCM 9.2 and tools 8.54.08 and running into problems with file deployment when applying a change package created by PUM image 15. CA finds the file server initially and the agents continue to ping the hub but when it comes to the file deployment step, it does not work. Log file shows "No matching target location found." We clean up the HUB and the agents and then rerun the deployment steps and it deploys successfully. I found a post (Doc ID 2030148.1) which talks about exact same problem but mentions that it could happen if you hub and agents are on different tools release. That is not the case with us. We are using our demo environment as hub and development as our target and both are on 8.54.08. Agent is using 8.54.08 tools as well. One agent is on Windows 2008 R2 and another on AIX 7.1. Change assistant is on 8.54.16. Is this a bug? Has anybody else experienced this problem?
